Balri Rakshak Yojna
Family Welfare programme was launched in the year 1956 to reduce fertility so as to give an impetus to the economic development of the State. Although some measures of reduction in vital indicators have been taken yet much remains to be done. The Total Fertility Rate has been brought down to 2.5 (1999) from 5.0 (1971). Further, the results of 2001census have revealed a very marginal decline in population growth rate during the last decade and the Sex Ratio of the State presents a gloomy picture as it stands at 876 females per 1000 males.A very serious issue that has emerged is a steep decline in the sex ratio in the0-6 year age group, which is nearly 798 girls per 1000 boys, being the lowest in the country. |

Infant Mortalaity Rate(IMR),another vital health indicator, is also not satisfactory being stagnant at the level of 51 to 53 per 1000 lives births for the last decade. The main reasons for this stagnation could be attributed to higher birth order in the state. Therefore, in order to reduce fertility further and to achieve Total Fertility Rate of 2.1 as envisaged in 'National Population Policy 2000' and to improve the sex ratio, there is a dire need to evolve a scheme for the benefits of eligible couples adopting small family norm. With a view to achieve these indicators i.e. to improve Sex Ratio, to stabilize the population of the state and to reduce the Infant Mortality Rate ' BALRI RAKSHAK YOJNA is being proposed.
Objective :
The main objectives of the scheme are :
- To promote the cause of girl child for correcting the skewed sex ratio.
- To stabilize the population by motivating couples to adopt terminal method of family planning and
- To reduce Infant Mortality Rate by declining the number of higher birth order.
This scheme may be introduced initially for a period of five years from the date of approval to seek the response of the community which may be further extended or revised to suitable needs of the people.
Incentives :-
A monthly incentive at the rates given below is provided to the female child after whose birth either of the parents have adopted terminal method of the family welfare,up to 18 years of age or till the age she becomes an income tax assesse, whichever is earlier,

Eligibility Conditions
General Criteria :
- None of the partners constituting the couple should be an Income Tax Payee.
- To be eligible under the scheme a couple would have to get themselves registered with the Local Gram Panchayat / Municipal Committee within whose jurisdiction the couple resides.
- Couples within the age group upto 45 years for Male and 40 years for Female are covered under the scheme irrespective of their date of marriage.
- The benefit will be available to the child/ children of those couples who have adopted terminal method and the age of the youngest child is less than 5 years at the time of the commencement of this scheme.
- In case neither of the partners adopts a terminal method of family planning after the birth of the first girl child, then in order to be eligible for this scheme, he/she will have to adopt terminal method of family planning before the youngest girl child attains the age of 5 years.
- The birth of the child must have been registered with the appropriate birth registration authority within the stipulated period.
Special Provisions :
- In case of a couple opting under the scheme being blessed with twins during the first confinement, one of the partners shall have to adopt a terminal method of family planning within five years of such delivery for them to be eligible under the scheme. If the twins are both girls the norm of monthly incentive would be Rs. 700/- (Rs.350+Rs.350 each)
- The partner adopting the terminal method of family planning at the birth of the first child will have the right to undergo recanalisation at the State expense in case of death of the only child. Monthly payments shall, however, stop from the date of recanalisation.
- Such a right of recanalisation would also accrue of this only child becomes 100% physically handicapped or mentally related before attaining the age of 18 years without affecting the grant of monthly incentive.
- In case of recanalisation due to any unfortunate circumstances like death of child the benefit will be stopped but past benefits will not be recovered.
- In the event of the death of one of the partner, the surviving partner shall keep on receiving the amount till such time as he/she does not remarry. It shall be the duty of the surviving partner to inform the concerned Civil Surgeon about the death of his/her partner within three months of the death. It shall also be the duly of the surviving partner to inform the Civil Surgeon and the Gram Panchayat/Municipal Committee with which he/she was initially registered about the fact of remarriage immediately and request for stoppage of further payment. In case of remarriage due to death/divorce the benefit would not be continued but past recovery will not be affected.
- In case of death of both the partners the surviving child/children shall keep on receiving the payment for the entire duration of the scheme. It shall be the duty of the legal guardians of the only child/both the girls thereby to inform the Civil Surgeons and the Panchayat/Municipal Committee with which the parents were initially registered of the eventuality of death of both the parents and of the new account number in the name of the child in case of the only child or a joint account in the name of both the girl children as the case may be to which future payments are to be credited.
- In case of the death of the one child of the couple with two girl child the monthly incentive shall be half of the monthly incentive from the date of the death of the girl child.
- The State Govt. can stop new registration under the scheme at any time without affecting the payment of monthly incentive to couples registered with the Panchayats/ Municipal Committee till the that date.
Sanctioning and Disbursing Authority :
The competent authority to sanction and disburse the monthly incentive to eligible couple will be the Civil Surgeon of the concerned district.
Mode of payment and other conditions :
- The eligible couple will have to open a joint account in the post office and intimate the same to the Civil Surgeon concerned.
- The Civil Surgeon shall credit the monthly incentives to, the accounts of the eligible couple after verification of eligibility etc.
- The eligible couple will have continue the account open till the current scheme is applicable.
- The closure of the joint account due to any reason except the death of both the partners of a couple, shall result in stoppage to payment of monthly incentive.
- Birth of another child for whatever reason, after the adoption of terminal method of family planning, shall result in immediate stoppage of monthly incentive.
- The eligibility of couple to receive monthly payment of incentive shall commence from the date of adoption of the terminal method of family planning. The payment of the incentive shall be made from the date of adoption of terminal method and after due verification by the Civil Surgeon.
Procedure for registration of eligible couples under the scheme :
- The couples desirous of getting benefit under the scheme shall have to fill up the Registration Form in duplicate
- The filled up Registration Form will be presented to the local Gram Panchayat or Municipal Committee where the Couple ordinarily resides.
- The local Gram Panchayat/Municipal Committee shall record the registration number on both the forms after preliminary verification of the facts/given in the form. One form will be kept by the local Gram Panchayat or Municipal Committee and the other Form will be forwarded to Civil Surgeon after recording the registration number and date of registration.
- The couple shall present the Registration Form to the Civil Surgeon for record.
- The Local Gram Panchayat/Municipal Committee shall maintain a separate register of this scheme.

Janani Suraksha Yojana (JSY) under the overall umbrella of National Rural Health Mission, is a scheme integrating cash assistance with antenatal care during the pregnancy period, institutional care during delivery and immediate post partum in a health centre by establishing a system of coordinated care. The target group is all pregnant women belonging to the below poverty line households and
- of the age of 19 years and above
- upto two live births.

For normal deliveries, the mother will get Rs.700/- in rural area and Rs.600/- in urban areas.
For Caesarean Section, Rs. 1500./- per case will be provided for hiring experts to carry out the surgery.Rs 100/- is provided for link workers.
